  1. 概述

  光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)具有顯著(zhu)的能(neng)源(yuan)、環保和經濟效(xiao)(xiao)益,是綠色(se)能(neng)源(yuan)之一(yi),在我國平(ping)均日照條件下安裝1 千瓦光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)系(xi)統,1 年(nian)可發(fa)(fa)(fa)出1200 度電(dian),可減少煤炭(標準煤)使用(yong)量約(yue)(yue)400 千克,減少二(er)氧(yang)化碳(tan)(tan)排放約(yue)(yue)1 噸。根(gen)據世(shi)界自然基金會研究結果:從減少二(er)氧(yang)化碳(tan)(tan)效(xiao)(xiao)果而(er)言,安裝1平(ping)米光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)系(xi)統相當于植樹造林100 平(ping)米,目前發(fa)(fa)(fa)展光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)等可再生能(neng)源(yuan)是根(gen)本上解(jie)決霧霾、酸雨等環境問題的有效(xiao)(xiao)手段之一(yi)。

  本(ben)次建(jian)(jian)設(she)規模為(wei)18000千(qian)瓦分(fen)布式光(guang)(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)。本(ben)項目電(dian)(dian)量(liang)結(jie)算原則為(wei): 自(zi)發(fa)自(zi)用(yong)、余電(dian)(dian)上網。項目計(ji)劃(hua)2023年7月底建(jian)(jian)成投產,本(ben)期項目投運后年均 發(fa)電(dian)(dian)量(liang)約(yue)2400萬千(qian)瓦時。該重工(gong)企(qi)業(ye)(ye)(ye)光(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)站至公(gong)共(gong)連接點(豐(feng)山(shan)第(di)(di)(di)一(yi)開閉所904開關(guan)(guan)、豐(feng)山(shan)第(di)(di)(di)三(san)(san)開閉所924開關(guan)(guan)、10KV頂(ding)豐(feng)Ⅱ回(hui)955線路(lu)(lu)新(xin)城支線非15桿)所有工(gong)程由投資建(jian)(jian)設(she);在豐(feng)山(shan)第(di)(di)(di)一(yi)開閉所904開關(guan)(guan)、豐(feng)山(shan)第(di)(di)(di)三(san)(san)開閉所924開關(guan)(guan)、10kV頂(ding)豐(feng)Ⅱ回(hui)955線路(lu)(lu)新(xin)城支線非15桿、該重工(gong)企(qi)業(ye)(ye)(ye)光(guang)(guang)伏(fu)(fu)(fu)配電(dian)(dian)室(shi)3個并網點處裝設(she) A 級電(dian)(dian)能質量(liang)在線監(jian)測裝置;豐(feng)山(shan)第(di)(di)(di)一(yi)開閉所904開關(guan)(guan)、 豐(feng)山(shan)第(di)(di)(di)三(san)(san)開閉所924開關(guan)(guan)、10kV頂(ding)豐(feng)Ⅱ回(hui)955線路(lu)(lu)新(xin)城支線非15桿的、重工(gong)企(qi)業(ye)(ye)(ye)配電(dian)(dian)室(shi)內的計(ji)量(liang)表(biao)、重工(gong)企(qi)業(ye)(ye)(ye)光(guang)(guang)伏(fu)(fu)(fu)開關(guan)(guan)室(shi)的3個并網點裝設(she)供電(dian)(dian)公(gong)司(si)提(ti)供的光(guang)(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)計(ji)量(liang)表(biao)。

  2. 系統結構

  分(fen)布式光伏監(jian)控系(xi)統(tong)是(shi)指:通過執(zhi)行(xing)規定功能(neng)來實現(xian)某一給定目標(biao)的一些相互關(guan)聯單元的組合,利用計(ji)算機技術、現(xian)代電子技術、通信技術和信息(xi)處理技術等實現(xian)對變電站二(er)次設備(bei)的功能(neng)進行(xing)重新組合、優化設計(ji),對光伏電站全部設備(bei)的運行(xing)情況執(zhi)行(xing)監(jian)視、測量。

  系統可分(fen)為三層(ceng)結構(gou):即現場設備層(ceng)、網(wang)絡通訊(xun)層(ceng)和平臺管(guan)理層(ceng)。

  現場設(she)(she)備(bei)(bei)層:包含微機保護(hu)、電(dian)能(neng)質量在(zai)線監測裝置(zhi)、故障解列裝置(zhi)、多功能(neng)儀表、計量表等(deng)(deng)設(she)(she)備(bei)(bei),用于采集站內配電(dian)柜內電(dian)氣運行參數、開關狀態(tai)等(deng)(deng)數據,同時分別(bie)在(zai)10kV變電(dian)所配置(zhi)多套直流電(dian)源,保障現場設(she)(she)備(bei)(bei)良好的運行環(huan)境。

  網(wang)絡通(tong)訊層(ceng):包含(han)ANet-2E4SM智能(neng)網(wang)關(guan)。網(wang)關(guan)主動(dong)采(cai)集(ji)現場(chang)設備(bei)層(ceng)設備(bei)的數(shu)(shu)據(ju),并可進行規約(yue)轉換(huan),數(shu)(shu)據(ju)存儲,分散10kV變電(dian)站通(tong)過(guo)數(shu)(shu)據(ju)采(cai)集(ji)箱(內(nei)置智能(neng)網(wang)關(guan))采(cai)集(ji)數(shu)(shu)據(ju)通(tong)過(guo)光(guang)纖上(shang)傳(chuan)至通(tong)信室分布式光(guang)伏監控系統統平(ping)臺;同時(shi)網(wang)關(guan)充當遠動(dong)通(tong)信裝置,將現場(chang)設備(bei)數(shu)(shu)據(ju)采(cai)集(ji)后通(tong)過(guo)交(jiao)換(huan)機經縱(zong)向加密數(shu)(shu)據(ju)加密后上(shang)傳(chuan)調(diao)度網(wang)。

  3. 解決方案

  本項園區采(cai)用10kV供(gong)電,電源(yuan)接(jie)入點(dian)為(wei)4處,變壓器(qi)總容量為(wei)5600+3250+800+3150=12800kVA。

  在1#高計(ji)(ji)配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang)東南測(ce)新(xin)建(jian)(jian)一座18.8M*4.5M配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang)做為(wei)1#光(guang)伏(fu)配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang);在7#高計(ji)(ji)配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang)東測(ce)新(xin)建(jian)(jian)一座6.2M*7.2M配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang)做為(wei)2#光(guang)伏(fu)配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang);在5#配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang)西測(ce)新(xin)建(jian)(jian)一座18.8M*5M配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang)做為(wei)3#光(guang)伏(fu)配電(dian)(dian)(dian)房(fang)(fang)(fang)(fang)。三個高壓并網(wang)點(dian)采用XGF10-Z-1國網(wang)典型設計(ji)(ji)方案。

  該項目為一(yi)般廠(chang)房用(yong)(yong)電(dian)(dian),按三級(ji)負荷要求供電(dian)(dian),10kV采用(yong)(yong)單母(mu)線接線方式。。擬在重工企業內十(shi)二個(ge)屋面建設17.99985MWp分(fen)布式光(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)項目,項目采用(yong)(yong)“自發(fa)自用(yong)(yong),余電(dian)(dian)上網"模式,共(gong)利用(yong)(yong)原有三個(ge)電(dian)(dian)源點作(zuo)為光(guang)伏(fu)(fu)(fu)高壓并(bing)網點并(bing)入電(dian)(dian)網端,每個(ge)并(bing)網點均設置光(guang)伏(fu)(fu)(fu)進線柜(ju)、光(guang)伏(fu)(fu)(fu)并(bing)網計量柜(ju)、光(guang)伏(fu)(fu)(fu)出線柜(ju)。新(xin)(xin)增的(de)光(guang)伏(fu)(fu)(fu)系(xi)統配置自動化系(xi)統,實時(shi)采集并(bing)網信息,信息上傳至當地調(diao)控中心DMS系(xi)統。光(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)逆(ni)變器電(dian)(dian)源電(dian)(dian)壓為800V,經(jing)室(shi)內升壓變升壓至10kV后(hou),通過高壓電(dian)(dian)纜(lan)接入新(xin)(xin)增的(de)10kV光(guang)伏(fu)(fu)(fu)高壓柜(ju),并(bing)入原10kV市(shi)電(dian)(dian)高壓柜(ju)。

  3.1. 方(fang)案綜述

  本次工程(cheng)為17.99985MWp的分布式(shi)光(guang)伏(fu)(fu)發(fa)電(dian)項目(mu),項目(mu)采用(yong)“自(zi)發(fa)自(zi)用(yong),余(yu)電(dian)上(shang)網"模式(shi),新建1#、2#、3#光(guang)伏(fu)(fu)配(pei)(pei)電(dian)室(shi),分別接(jie)入三個(ge)區域(yu)屋頂光(guang)伏(fu)(fu)發(fa)電(dian)設備。根據(ju)用(yong)戶配(pei)(pei)電(dian)系(xi)統(tong)(tong)管理需(xu)求,需(xu)要(yao)對(dui)10kV開關柜(ju)、光(guang)伏(fu)(fu)逆變器、交直流系(xi)統(tong)(tong)等進行(xing)(xing)全(quan)方面監控(kong)與保(bao)護,及時發(fa)現故障(zhang)故障(zhang),保(bao)證配(pei)(pei)電(dian)系(xi)統(tong)(tong)可(ke)靠運行(xing)(xing)。

  在3#光伏配電(dian)室配置(zhi)一套Acrel-1000DP分布式(shi)光伏監(jian)控系統(tong),通過通信管理(li)機(ji)及(ji)網(wang)絡交換(huan)機(ji)實時采(cai)集各個光伏配電(dian)間的繼(ji)電(dian)保護裝(zhuang)置(zhi)、電(dian)能質量、安全自(zi)動裝(zhuang)置(zhi)、光伏逆(ni)變器等二(er)次(ci)設(she)備數據,實現整個廠區(qu)供配電(dian)系統(tong)的電(dian)力監(jian)控與自(zi)動化管理(li)。

  在(zai)各個配電(dian)(dian)(dian)室配置一套直流電(dian)(dian)(dian)源(yuan)系(xi)統(帶(dai)蓄電(dian)(dian)(dian)池)和UPS電(dian)(dian)(dian)源(yuan),為整個光伏電(dian)(dian)(dian)站的(de)斷(duan)路器執行機構、二次設備及監控(kong)主機等重要設備運行提供穩定可靠的(de)電(dian)(dian)(dian)源(yuan)。

  在每間光伏(fu)配電(dian)(dian)(dian)室光伏(fu)計量(liang)(liang)柜(ju)配置關口(kou)計量(liang)(liang)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)表(biao)(biao)、并(bing)網(wang)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)表(biao)(biao)、自(zi)用(yong)(yong)電(dian)(dian)(dian)計量(liang)(liang)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)表(biao)(biao),并(bing)網(wang)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)表(biao)(biao),用(yong)(yong)于(yu)光伏(fu)發電(dian)(dian)(dian)計費補償;關口(kou)計量(liang)(liang)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)表(biao)(biao),用(yong)(yong)于(yu)用(yong)(yong)戶與電(dian)(dian)(dian)網(wang)間的上、下網(wang)電(dian)(dian)(dian)量(liang)(liang) 計量(liang)(liang)及(ji)余(yu)電(dian)(dian)(dian)上網(wang)的計費;自(zi)用(yong)(yong)電(dian)(dian)(dian)計量(liang)(liang)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)表(biao)(biao),用(yong)(yong)于(yu)計量(liang)(liang)用(yong)(yong)電(dian)(dian)(dian)客戶自(zi)用(yong)(yong)電(dian)(dian)(dian)量(liang)(liang)。

  本項目采(cai)用5G無(wu)線專用通(tong)道方式,通(tong)過(guo)光(guang)伏縱向(xiang)加密上(shang)傳到漳州供電(dian)公司16樓通(tong)信(xin)機房,并接入配(pei)網(wang)主(zhu)站。一(yi)面遠(yuan)(yuan)動通(tong)訊(xun)屏(ping),遠(yuan)(yuan)動通(tong)訊(xun)屏(ping)配(pei)置數據(ju)1臺5G無(wu)線路由(you)器、2臺交換機、2臺縱向(xiang)加密裝(zhuang)置、1臺正向(xiang)隔離裝(zhuang)置、1臺遠(yuan)(yuan)動裝(zhuang)置、1臺群(qun)調(diao)(diao)群(qun)控裝(zhuang)置。具(ju)備與電(dian)網(wang)調(diao)(diao)度機構進行(xing)雙向(xiang)通(tong)信(xin)的能(neng) 力,能(neng)夠(gou)實(shi)現遠(yuan)(yuan)程監測和控制功(gong)能(neng),應(ying)能(neng)接收、執行(xing)調(diao)(diao)度端遠(yuan)(yuan)方控制解/并列、啟停和發電(dian)功(gong)率的 指(zhi)令,具(ju)備群(qun)調(diao)(diao)群(qun)控及(ji)遠(yuan)(yuan)動功(gong)能(neng),有關光(guang)伏電(dian)站本體信(xin)息的采(cai)集、處理采(cai)用監控系統來完成,具(ju) 備符合(he)相關標(biao)準通(tong)信(xin)協議的遠(yuan)(yuan)傳功(gong)能(neng)。

  3.2. 功(gong)能(neng)需(xu)求

  3.2.1. 繼(ji)電保(bao)護(hu)及安全自動裝置需求(qiu)

  分(fen)布式(shi)電(dian)(dian)源(yuan)(yuan)繼(ji)電(dian)(dian)保(bao)護(hu)和(he)安(an)全(quan)(quan)自動(dong)裝置(zhi)配置(zhi)應符合相關繼(ji)電(dian)(dian)保(bao)護(hu)技術(shu)(shu)規程(cheng)、運(yun)行(xing)規程(cheng)和(he)反事(shi)故(gu) 措施的規定,裝置(zhi)定值應與電(dian)(dian)網(wang)繼(ji)電(dian)(dian)保(bao)護(hu)和(he)安(an)全(quan)(quan)自動(dong)裝置(zhi)配合整定,防止(zhi)發生(sheng)繼(ji)電(dian)(dian)保(bao)護(hu)和(he)安(an)全(quan)(quan)自 動(dong)裝置(zhi)誤動(dong)、拒(ju)動(dong),確保(bao)人身、設備和(he)電(dian)(dian)網(wang)安(an)全(quan)(quan)。10kV接入的分(fen)布式(shi)電(dian)(dian)源(yuan)(yuan),保(bao)護(hu)和(he)安(an)全(quan)(quan)自動(dong)裝置(zhi) 配置(zhi)還(huan)應滿足《分(fen)布式(shi)電(dian)(dian)源(yuan)(yuan)涉網(wang)保(bao)護(hu)技術(shu)(shu)規范》(Q/GDW 11198)的要求。

  1.線(xian)(xian)(xian)路保護(hu):光伏電(dian)(dian)站線(xian)(xian)(xian)路發生短路故(gu)障(zhang)時(shi)(shi),線(xian)(xian)(xian)路保護(hu)能快速動作(zuo),瞬時(shi)(shi)跳開(kai)(kai)(kai)相應(ying)并網點斷 路器,滿足全線(xian)(xian)(xian)故(gu)障(zhang)時(shi)(shi)快速可(ke)靠切除故(gu)障(zhang)的要求。為保障(zhang)供電(dian)(dian)可(ke)靠性(xing),減少(shao)停電(dian)(dian)范圍(wei),在(zai)(zai)#1高(gao)壓(ya)(ya)配(pei)(pei)電(dian)(dian)室(shi)(shi)10kV進(jin)線(xian)(xian)(xian)柜(ju)901開(kai)(kai)(kai)關(guan)(guan)、#7高(gao)壓(ya)(ya)配(pei)(pei)電(dian)(dian)室(shi)(shi)10kV進(jin)線(xian)(xian)(xian)柜(ju)901開(kai)(kai)(kai)關(guan)(guan)、#5高(gao)壓(ya)(ya)配(pei)(pei)電(dian)(dian)室(shi)(shi) 10kV進(jin)線(xian)(xian)(xian)柜(ju)901開(kai)(kai)(kai)關(guan)(guan)各配(pei)(pei)置(zhi)(zhi)1套帶(dai)方(fang)向過流(liu)保護(hu)(保護(hu)測控一(yi)體(ti))及安(an)全解列(lie)裝置(zhi)(zhi)。在(zai)(zai)#1高(gao)壓(ya)(ya)配(pei)(pei)電(dian)(dian)室(shi)(shi)光伏接(jie)入柜(ju)906開(kai)(kai)(kai)關(guan)(guan)、#7高(gao)壓(ya)(ya)配(pei)(pei)電(dian)(dian)室(shi)(shi)光伏接(jie)入柜(ju)903開(kai)(kai)(kai)關(guan)(guan)、5高(gao)壓(ya)(ya)配(pei)(pei)電(dian)(dian)室(shi)(shi)光伏 接(jie)入柜(ju)904開(kai)(kai)(kai)關(guan)(guan)各配(pei)(pei)置(zhi)(zhi)1套帶(dai)方(fang)向過流(liu)保護(hu)(保護(hu)測控一(yi)體(ti))。

  2.安(an)全(quan)自動(dong)裝(zhuang)置:在非高壓(ya)配電(dian)(dian)室10kV進線柜(ju)(ju)901開(kai)關(guan)(guan)、#7高壓(ya)配電(dian)(dian)室10kV 進線柜(ju)(ju)901開(kai)關(guan)(guan)、5高壓(ya)配電(dian)(dian)室10kV進線柜(ju)(ju)901開(kai)關(guan)(guan)各裝(zhuang)設(she)1套(tao)安(an)全(quan)自動(dong)裝(zhuang)置,實現頻率電(dian)(dian)壓(ya) 異常緊急(ji)控制(zhi)功能,跳開(kai)光伏電(dian)(dian)站側斷路器(qi)。

  3.防(fang)(fang)(fang)孤島保(bao)護:分布(bu)式(shi)電(dian)(dian)源應(ying)具備快速監測孤島且立即斷開(kai)與(yu)(yu)電(dian)(dian)網(wang)連接的能力,防(fang)(fang)(fang)孤島保(bao)護 動作時間不大(da)于2S,其(qi)防(fang)(fang)(fang)孤島保(bao)護應(ying)與(yu)(yu)配(pei)電(dian)(dian)網(wang)側線(xian)路重合閘和安全自動裝(zhuang)置(zhi)動作時間相(xiang)配(pei)合。在 本(ben)光伏(fu)電(dian)(dian)站(zhan)并網(wang)點裝(zhuang)設防(fang)(fang)(fang)孤島保(bao)護裝(zhuang)置(zhi),防(fang)(fang)(fang)止產生非計(ji)劃性孤島。

  4.光伏電站本(ben)體應具(ju)備故障和異常工(gong)作狀態(tai)報警(jing)和保護的功能。

  5.光伏電站應支持(chi)調度機構開(kai)展"四遙(yao)"(遙(yao)測、遙(yao)信、遙(yao)控(kong)、遙(yao)調)應用功能。

  6.恢(hui)(hui)(hui)復(fu)(fu)并(bing)網(wang):當光(guang)伏(fu)發電(dian)(dian)(dian)(dian)(dian)系(xi)統(tong)因電(dian)(dian)(dian)(dian)(dian)網(wang)擾(rao)動脫網(wang)后(hou),在(zai)電(dian)(dian)(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)(dian)(dian)壓和頻(pin)率(lv)恢(hui)(hui)(hui)復(fu)(fu)到正常(chang)運行范圍之(zhi) 前,光(guang)伏(fu)發電(dian)(dian)(dian)(dian)(dian)系(xi)統(tong)不允(yun)許并(bing)網(wang);在(zai)電(dian)(dian)(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)(dian)(dian)壓和頻(pin)率(lv)恢(hui)(hui)(hui)復(fu)(fu)正常(chang)后(hou),通過10kV電(dian)(dian)(dian)(dian)(dian)壓等級并(bing)網(wang)的分(fen)布式 電(dian)(dian)(dian)(dian)(dian)源(yuan)恢(hui)(hui)(hui)復(fu)(fu)并(bing)網(wang)應經過電(dian)(dian)(dian)(dian)(dian)網(wang)調(diao)度(du)機構的允(yun)許。

  7.逆(ni)變器應具備(bei)高(gao)/低壓解列及高(gao)/低頻解列功能,應具備(bei)防孤(gu)島保(bao)(bao)護(hu)功能以實現快速監測到孤(gu) 島后立(li)即斷開與(yu)電(dian)(dian)(dian)網的連接,防孤(gu)島方(fang)案應與(yu)繼電(dian)(dian)(dian)保(bao)(bao)護(hu)、安全自動(dong)裝置等相(xiang)配合(he);逆(ni)變器應符(fu)合(he) 國(guo)家(jia)、行業相(xiang)關技術標準(zhun)(zhun),具備(bei)高(gao)/低電(dian)(dian)(dian)壓閉鎖、檢有壓自動(dong)并(bing)網功能,檢有壓定(ding)(ding)(ding)值(zhi)(zhi)宜(yi)整定(ding)(ding)(ding)為85%UN (實際定(ding)(ding)(ding)值(zhi)(zhi)以設計(ji)方(fang)案為準(zhun)(zhun))。

  8.防孤島保(bao)護(hu)(hu)是針(zhen)對電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)失壓后分布(bu)式(shi)電(dian)(dian)(dian)(dian)(dian)源可能繼續運(yun)行、且向電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)線路送(song)電(dian)(dian)(dian)(dian)(dian)的(de)(de)情況提出。 孤島運(yun)行一方(fang)(fang)面(mian)危(wei)及(ji)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)線路維護(hu)(hu)人員(yuan)和用(yong)戶(hu)的(de)(de)生命安全,干擾電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)的(de)(de)正常(chang)合(he)(he)閘(zha);另一方(fang)(fang)面(mian)孤島 運(yun)行電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)中的(de)(de)電(dian)(dian)(dian)(dian)(dian)壓和頻率不受控制,將對配(pei)電(dian)(dian)(dian)(dian)(dian)設備和用(yong)戶(hu)設備造成損壞。防孤島裝置應具(ju)備線路 故(gu)障時,確(que)保(bao)電(dian)(dian)(dian)(dian)(dian)源能及(ji)時斷開與電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)連接,確(que)保(bao)重合(he)(he)閘(zha)能正確(que)動作。

  9.系統繼(ji)電(dian)保護(hu)應使用專用的(de)電(dian)流(liu)互感器(qi)和電(dian)壓互感器(qi)的(de)二次繞組,電(dian)流(liu)互感器(qi)準確級(ji)(ji)宜(yi)(yi)采(cai) 用5P、10P級(ji)(ji),電(dian)壓互感器(qi)準確級(ji)(ji)宜(yi)(yi)采(cai)用0.5、3P級(ji)(ji)。

  10.光伏電站內需配(pei)置(zhi)直流電源(yuan)屏(帶(dai)蓄(xu)電池)和(he)UPS電源(yuan),供新配(pei)置(zhi)的保護裝(zhuang)置(zhi)、測控裝(zhuang)置(zhi)、 電能質(zhi)量在線(xian)監測裝(zhuang)置(zhi)等設備使用。

  3.2.2. 調(diao)度自動化(hua)需(xu)求

  光(guang)伏(fu)電(dian)(dian)(dian)站應滿足《國網福建電(dian)(dian)(dian)力做好中低壓分布(bu)(bu)(bu)式(shi)(shi)電(dian)(dian)(dian)源接(jie)(jie)入(ru)系統優質服務指導意見》(閩電(dian)(dian)(dian)發展(2022〕381號(hao)(hao))有(you)關(guan)自動(dong)化的規定:10kV接(jie)(jie)入(ru)的分布(bu)(bu)(bu)式(shi)(shi)電(dian)(dian)(dian)源,信息采集(ji)、控制調節等應 滿足《分布(bu)(bu)(bu)式(shi)(shi)電(dian)(dian)(dian)源并網技術要求》(GB/T 33593-2017)及(ji)閩電(dian)(dian)(dian)調〔2022〕268號(hao)(hao)國網福建電(dian)(dian)(dian)力 關(guan)于(yu)印發《福建省中低壓分布(bu)(bu)(bu)式(shi)(shi)電(dian)(dian)(dian)源采集(ji)信號(hao)(hao)規范(試行)》要求。

  光(guang)伏電站投運(yun)后,由(you)(you)縣(xian)調調度,并由(you)(you)縣(xian)級供(gong)電公司對運(yun)行(xing)(xing)進行(xing)(xing)管理(li)。因此(ci),需建(jian)立光(guang)伏電站至縣(xian)調的(de)調度通信以及遠(yuan)動等信息和(he)數據傳輸通道。

  10kV光伏電(dian)(dian)(dian)(dian)站(zhan)(zhan)本體(ti)需配置配電(dian)(dian)(dian)(dian)自動(dong)化(hua)終端(duan)監控(kong)系(xi)(xi)統(tong),具備(bei)與電(dian)(dian)(dian)(dian)網(wang)調(diao)(diao)(diao)度(du)(du)機構進行(xing)雙(shuang)向(xiang)通(tong)信的(de)能(neng)(neng) 力(li),能(neng)(neng)夠實現遠(yuan)程(cheng)監測(ce)和控(kong)制(zhi)(zhi)功(gong)(gong)(gong)能(neng)(neng),應能(neng)(neng)接收、執行(xing)調(diao)(diao)(diao)度(du)(du)端(duan)遠(yuan)方(fang)控(kong)制(zhi)(zhi)解/并(bing)列、啟停(ting)和發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)功(gong)(gong)(gong)率的(de) 指令,具備(bei)群(qun)調(diao)(diao)(diao)群(qun)控(kong)及遠(yuan)動(dong)功(gong)(gong)(gong)能(neng)(neng),有(you)(you)關(guan)光伏電(dian)(dian)(dian)(dian)站(zhan)(zhan)本體(ti)信息的(de)采(cai)集、處(chu)理采(cai)用監控(kong)系(xi)(xi)統(tong)來完成,具 備(bei)符合相關(guan)標準(zhun)通(tong)信協議的(de)遠(yuan)傳功(gong)(gong)(gong)能(neng)(neng)。光伏電(dian)(dian)(dian)(dian)站(zhan)(zhan)配電(dian)(dian)(dian)(dian)自動(dong)化(hua)終端(duan)監控(kong)系(xi)(xi)統(tong)實時采(cai)集并(bing)網(wang)運(yun)行(xing)信息, 主(zhu)要(yao)(yao)包括主(zhu)斷路(lu)器狀(zhuang)態(tai)、并(bing)網(wang)點開關(guan)狀(zhuang)態(tai)(具備(bei)遙控(kong)功(gong)(gong)(gong)能(neng)(neng))、并(bing)網(wang)點電(dian)(dian)(dian)(dian)壓和電(dian)(dian)(dian)(dian)流、光伏發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)系(xi)(xi)統(tong) 有(you)(you)功(gong)(gong)(gong)功(gong)(gong)(gong)率和無功(gong)(gong)(gong)功(gong)(gong)(gong)率、光伏發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)量、頻率等,上(shang)傳至市供電(dian)(dian)(dian)(dian)公(gong)司配網(wang)自動(dong)化(hua)系(xi)(xi)統(tong)主(zhu)站(zhan)(zhan),再由(you)市供電(dian)(dian)(dian)(dian)公(gong)司調(diao)(diao)(diao)度(du)(du)中(zhong)心將數據下發(fa)(fa)(fa)至縣調(diao)(diao)(diao),當(dang)調(diao)(diao)(diao)度(du)(du)端(duan)對分布式電(dian)(dian)(dian)(dian)源(yuan)有(you)(you)功(gong)(gong)(gong)功(gong)(gong)(gong)率和無功(gong)(gong)(gong)電(dian)(dian)(dian)(dian)壓有(you)(you)控(kong)制(zhi)(zhi) 要(yao)(yao)求時,就(jiu)地監控(kong)系(xi)(xi)統(tong)應能(neng)(neng)夠接收和執行(xing)上(shang)級調(diao)(diao)(diao)度(du)(du)主(zhu)站(zhan)(zhan)系(xi)(xi)統(tong)的(de)控(kong)制(zhi)(zhi)命(ming)令。

  站內(nei)對時(shi)(shi)(shi)方式:分布式電(dian)源10kV接(jie)入時(shi)(shi)(shi),應(ying)能夠實現(xian)對時(shi)(shi)(shi)功能,可采用北斗對時(shi)(shi)(shi)方式、GPS對時(shi)(shi)(shi)方式或網絡對時(shi)(shi)(shi)方式。

  3.2.3. 電能計量需(xu)求

  根(gen)據(ju)Q/GDW10347-2016《電(dian)(dian)(dian)(dian)(dian)能(neng)計量裝(zhuang)置(zhi)通用(yong)(yong)設計規范》規定,運(yun)營模式(shi)為自(zi)(zi)發自(zi)(zi)用(yong)(yong)余(yu)電(dian)(dian)(dian)(dian)(dian)上網 的(de)分布式(shi)電(dian)(dian)(dian)(dian)(dian)源(yuan)應采用(yong)(yong)三點(dian)計量法(fa),本項目(mu)需設置(zhi)關口計量電(dian)(dian)(dian)(dian)(dian)能(neng)表(biao)、并(bing)網電(dian)(dian)(dian)(dian)(dian)能(neng)表(biao)、自(zi)(zi)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)計量電(dian)(dian)(dian)(dian)(dian)能(neng)表(biao):并(bing)網電(dian)(dian)(dian)(dian)(dian)能(neng)表(biao),用(yong)(yong)于光伏發電(dian)(dian)(dian)(dian)(dian)計費補(bu)償;關口計量電(dian)(dian)(dian)(dian)(dian)能(neng)表(biao),用(yong)(yong)于用(yong)(yong)戶與電(dian)(dian)(dian)(dian)(dian)網間(jian)的(de)上、下網電(dian)(dian)(dian)(dian)(dian)量計量及余(yu)電(dian)(dian)(dian)(dian)(dian)上網的(de)計費;自(zi)(zi)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)計量電(dian)(dian)(dian)(dian)(dian)能(neng)表(biao),用(yong)(yong)于計量用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)客(ke)戶自(zi)(zi)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)量,具體(ti)見(jian)項目(mu)方案原則(ze)電(dian)(dian)(dian)(dian)(dian)氣(qi)主接線示意圖(tu)。

  1.安裝位置與要求

  在豐山(shan)第一開(kai)閉(bi)所904開(kai)關、豐山(shan)第三開(kai)閉(bi)所924開(kai)關、10kV頂豐Ⅱ回955線路新(xin)城支線非15桿各新(xin)增某重工企(qi)業的下網(wang)關口(kou)計量(liang)表一個,共新(xin)增三個關口(kou)計量(liang)表。

  將某重工企(qi)業原有下網關口計(ji)量表,視為用(yong)于(yu)計(ji)量用(yong)電客戶自用(yong)電量計(ji)量表。

  在某重工企業1#光(guang)伏開關(guan)室10kV并網(wang)點911開關(guan);2#光(guang)伏開關(guan)室10kV 并網(wang)點911開關(guan);3#光(guang)伏開關(guan)室10kV并網(wang)點911開關(guan),3個(ge)并網(wang)點分別(bie)設置(zhi)并網(wang)電能(neng)表(biao),用于 光(guang)伏發(fa)電計費補償。

  2.技術要求

  (1)電能(neng)(neng)(neng)(neng)(neng)計(ji)量裝置的配置和技術要(yao)求(qiu)應(ying)符(fu)合(he)DL/T 448和DU/T 614的要(yao)求(qiu)。電能(neng)(neng)(neng)(neng)(neng)表(biao)采(cai)用(yong)智能(neng)(neng)(neng)(neng)(neng)電能(neng)(neng)(neng)(neng)(neng)表(biao),至少應(ying)具(ju)備雙(shuang)向(xiang)有(you)(you)功(gong)(gong)和四象(xiang)限無功(gong)(gong)計(ji)量功(gong)(gong)能(neng)(neng)(neng)(neng)(neng)、事件記錄(lu)功(gong)(gong)能(neng)(neng)(neng)(neng)(neng),配有(you)(you)標(biao)準通信(xin)(xin)接口,具(ju)備本地通信(xin)(xin)和通過(guo)電能(neng)(neng)(neng)(neng)(neng)信(xin)(xin)息采(cai)集終端遠程通信(xin)(xin)的功(gong)(gong)能(neng)(neng)(neng)(neng)(neng),電能(neng)(neng)(neng)(neng)(neng)表(biao)通信(xin)(xin)協議(yi)符(fu)合(he)DL/T 645。(根(gen)據結算精度要(yao)求(qiu),必要(yao)時應(ying)具(ju)備698通訊協議(yi))。

  (2)10kV關口計(ji)量(liang)電能表精度(du)要求不(bu)低于(yu)0.5S級(ji),并(bing)且要求有(you)關電流互感(gan)器、電壓互感(gan)器的精 度(du)需分別達到0.2S、0.2級(ji)。計(ji)量(liang)用(yong)(yong)互感(gan)器的二(er)次計(ji)量(liang)繞組(zu)應專用(yong)(yong),不(bu)得接入與(yu)電能計(ji)量(liang)無關的設備。

  (3)電(dian)能計量裝置(zhi)應配置(zhi)專用的整(zheng)體式電(dian)能計量柜(箱),電(dian)流、電(dian)壓互感器宜(yi)在一個柜內,

  (4)并網點(dian)計量柜安(an)裝專變采(cai)集(ji)(ji)終(zhong)端,將信息(xi)傳輸到(dao)用電(dian)(dian)信息(xi)采(cai)集(ji)(ji)系統(tong),應按照《福建省電(dian)(dian)力 有(you)限公司專變采(cai)集(ji)(ji)終(zhong)端安(an)裝規(gui)范》(營計〔2011〕86號)中的有(you)關規(gui)定設計。

  (5)光(guang)伏并網計量點應加一面(mian)計量屏,且都要有獨(du)立的負(fu)控小室和計量小室;需各增(zeng)加一組負(fu) 控獨(du)立的電(dian)壓電(dian)流互感器,計量裝(zhuang)置等級(ji)應與計量CT、PT一樣。

  3.計量信息統計與(yu)傳輸(shu)

  計(ji)(ji)費表(biao)采集信(xin)(xin)(xin)息(xi)(xi)通過專變采集終端(duan)接入計(ji)(ji)費主站系統(電(dian)費計(ji)(ji)量(liang)(liang)信(xin)(xin)(xin)息(xi)(xi))和光(guang)伏發(fa)電(dian)管(guan)理部(bu)門電(dian)能信(xin)(xin)(xin)息(xi)(xi)采集系統(電(dian)價(jia)補償計(ji)(ji)量(liang)(liang)信(xin)(xin)(xin)息(xi)(xi)),作(zuo)為電(dian)費計(ji)(ji)量(liang)(liang)和電(dian)價(jia)補貼依據;各表(biao)計(ji)(ji)信(xin)(xin)(xin)息(xi)(xi)統一匯集至計(ji)(ji)量(liang)(liang)終端(duan)服(fu)務器。關口點電(dian)能計(ji)(ji)量(liang)(liang)裝(zhuang)置應滿足《電(dian)能計(ji)(ji)量(liang)(liang)裝(zhuang)置技 術(shu)管(guan)理規(gui)程》(DL/T448-2016)要求,關口電(dian)能計(ji)(ji)量(liang)(liang)裝(zhuang)置的(de)設計(ji)(ji)方案、施(shi)工圖須經漳(zhang)州供電(dian)公司 電(dian)能計(ji)(ji)量(liang)(liang)專業審查合格后(hou)方可實施(shi)。

  3.2.4. 電能(neng)質量(liang)在線監(jian)測需求(qiu)

  根據Q/GDW10651—2015《電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)質(zhi)(zhi)量(liang)(liang)(liang)評(ping)估技(ji)術(shu)導則》的(de)(de)相關(guan)要(yao)求(qiu);通(tong)過10(6 kV~35kV電(dian)(dian)(dian)壓等級并網(wang)的(de)(de)變流器類型電(dian)(dian)(dian)源應(ying)(ying)在(zai)公共(gong)連接點裝(zhuang)設滿足GB/T19862要(yao)求(qiu)的(de)(de)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)質(zhi)(zhi)量(liang)(liang)(liang)在(zai)線(xian)監(jian)(jian)測裝(zhuang)置,以滿足接入福建(jian)電(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)質(zhi)(zhi)量(liang)(liang)(liang)監(jian)(jian)測子(zi)站(zhan)(zhan)通(tong)信機(ji)(ji)的(de)(de)接入規范,對(dui)電(dian)(dian)(dian)壓、頻(pin)率、諧 波、功率因數(shu)等電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)質(zhi)(zhi)量(liang)(liang)(liang)參數(shu)進行監(jian)(jian)測,電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)質(zhi)(zhi)量(liang)(liang)(liang)監(jian)(jian)測數(shu)據應(ying)(ying)至少(shao)保(bao)存(cun)一年(nian)。本項(xiang)(xiang)目在(zai)豐山第(di)一 開(kai)(kai)閉所(suo)904開(kai)(kai)關(guan)、豐山第(di)三開(kai)(kai)閉所(suo)924開(kai)(kai)關(guan)、10kV頂豐Ⅱ回955線(xian)路新城支線(xian)#15桿(gan)、某重工企業光(guang)伏開(kai)(kai)關(guan)站(zhan)(zhan)3個并網(wang)點處(chu)分(fen)別裝(zhuang)設一套(tao)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)質(zhi)(zhi)量(liang)(liang)(liang)在(zai)線(xian)監(jian)(jian)測裝(zhuang)置。本項(xiang)(xiang)目應(ying)(ying)在(zai)并網(wang)前(qian)向縣供(gong)電(dian)(dian)(dian)公司提供(gong)由具(ju)備相應(ying)(ying)資質(zhi)(zhi)的(de)(de)機(ji)(ji)構出具(ju)的(de)(de)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)質(zhi)(zhi)量(liang)(liang)(liang)在(zai)線(xian)監(jian)(jian)測設備檢測報告。

  光伏電(dian)(dian)(dian)(dian)站應滿足(zu)《國網福建電(dian)(dian)(dian)(dian)力做好中低壓分(fen)(fen)布式(shi)電(dian)(dian)(dian)(dian)源接入系統優質(zhi)服務指導意見》(閩電(dian)(dian)(dian)(dian)發展(zhan)〔2022〕381號)有關電(dian)(dian)(dian)(dian)能質(zhi)量要求(qiu)(qiu)的(de)規定(ding),當接入配電(dian)(dian)(dian)(dian)網的(de)分(fen)(fen)布式(shi)電(dian)(dian)(dian)(dian)源導致公共(gong)連(lian)接點(dian) 電(dian)(dian)(dian)(dian)能質(zhi)量不滿足(zu)相關要求(qiu)(qiu)時(shi)(shi),運營管理方應在(zai)規定(ding)時(shi)(shi)間(jian)內采(cai)取(qu)(qu)改善電(dian)(dian)(dian)(dian)能質(zhi)量措施,未采(cai)取(qu)(qu)治理措 施或采(cai)取(qu)(qu)改善措施后電(dian)(dian)(dian)(dian)能質(zhi)量仍無法(fa)滿足(zu)要求(qiu)(qiu)時(shi)(shi),電(dian)(dian)(dian)(dian)網運營管理部門采(cai)取(qu)(qu)斷開該分(fen)(fen)布式(shi)電(dian)(dian)(dian)(dian)源管控措施,直(zhi)至電(dian)(dian)(dian)(dian)能質(zhi)量滿足(zu)要求(qiu)(qiu)時(shi)(shi)方可重(zhong)新并網。

  通過10KV電(dian)壓等級并(bing)網的分布式電(dian)源,應(ying)具備低電(dian)壓穿越能力(li)和高電(dian)壓穿越能力(li),高低 電(dian)壓穿越的考核曲線應(ying)滿足現行技術規范要求。

  通過10(6)kV~35kV電(dian)(dian)(dian)(dian)壓等(deng)級并網(wang)的(de)分布式電(dian)(dian)(dian)(dian)源,應(ying)在并網(wang)運行(xing)(xing)后6個(ge)月(yue)內向縣供電(dian)(dian)(dian)(dian)公(gong)司(si)提供運行(xing)(xing)特性檢(jian)(jian)(jian)測(ce)(ce)(ce)報(bao)告,檢(jian)(jian)(jian)測(ce)(ce)(ce)結果(guo)應(ying)符合(he)Q/GDW10651—2015《電(dian)(dian)(dian)(dian)能質量評(ping)估技術導則》的(de)相 關要求。分布式電(dian)(dian)(dian)(dian)源接入電(dian)(dian)(dian)(dian)網(wang)的(de)檢(jian)(jian)(jian)測(ce)(ce)(ce)點為電(dian)(dian)(dian)(dian)源并網(wang)點,應(ying)由具有相應(ying)資質的(de)單位或(huo)部門進行(xing)(xing)檢(jian)(jian)(jian)測(ce)(ce)(ce),并在檢(jian)(jian)(jian)測(ce)(ce)(ce)前將檢(jian)(jian)(jian)測(ce)(ce)(ce)方案(an)報(bao)縣供電(dian)(dian)(dian)(dian)公(gong)司(si)調控(kong)中心(xin)備案(an)。

  在新(擴)建諧(xie)波(bo)源用戶投運后,縣供電公(gong)司(si)營銷(xiao)(xiao)部組織對用戶諧(xie)波(bo)進行測試。如(ru)發現評估不超標而實測超標的(de)用戶,縣供電公(gong)司(si)營銷(xiao)(xiao)部應對該用戶下發諧(xie)波(bo)整改通知,及(ji)時落實用戶諧(xie)波(bo)治理措施(shi)。

  3.2.5. 電力安全防護需求

  根據能監局36號文(wen)及國家電網公(gong)司二次安(an)(an)(an)防要(yao)求,配電自動(dong)化通道(dao)需要(yao)加裝安(an)(an)(an)全防護設備。本工(gong)程應配置1.臺縱向加密認(ren)(ren)證裝置,且(qie)在電力監控(kong)系(xi)統(tong)投運前(qian)應通過具有國家認(ren)(ren)證許(xu)可的 安(an)(an)(an)全評估(gu)機(ji)構(gou)進行安(an)(an)(an)全評估(gu)工(gong)作,并(bing)向縣調提交安(an)(an)(an)全評估(gu)測評報告。

  業主單位需內部集控信息進行遠(yuan)程監視時,不得與傳(chuan)(chuan)送上級調度單位共(gong)用傳(chuan)(chuan)輸設(she)備,不得使用相同的傳(chuan)(chuan)送規約和(he)端(duan)口。

  4.1. 實時監測

  Acrel-1000DP分布式光伏監控(kong)系統人(ren)機界面友(you)好,能夠(gou)以配電(dian)一次圖的(de)形式直觀顯示(shi)配電(dian)線路(lu)的(de)運行(xing)狀(zhuang)態,實時監測各回路(lu)電(dian)壓、電(dian)流、功率(lv)(lv)、功率(lv)(lv)因(yin)數(shu)等(deng)電(dian)參(can)數(shu)信息,動(dong)態監視各配電(dian)回路(lu)斷路(lu)器、隔(ge)離開關、地(di)刀等(deng)合、分閘狀(zhuang)態及有關故障、告警(jing)等(deng)信號(hao)。同時可以設(she)計整(zheng)體界面,供用戶選(xuan)擇對應配電(dian)房對應光伏組件或(huo)高壓部分進行(xing)查(cha)看。

  4.2. 逆變器監視

  在逆(ni)變(bian)器(qi)監控圖中,可以直接查(cha)看(kan)(kan)該(gai)回路詳逆(ni)變(bian)器(qi)的交直流兩側電(dian)壓電(dian)流情況(kuang)、輸入(ru)功(gong)率(lv)、輸出功(gong)率(lv)、逆(ni)變(bian)器(qi)的溫度等信息(xi)。并根(gen)據(ju)項(xiang)目光伏(fu)發電(dian)實際接入(ru)情況(kuang),分(fen)開查(cha)看(kan)(kan)對應光伏(fu)逆(ni)變(bian)器(qi)組(zu)件數據(ju)。

  4.3. 網絡拓撲(pu)圖

  系統支(zhi)持實時監視接(jie)入系統的各設(she)備(bei)的通信狀態,能夠完整的顯(xian)示整個(ge)系統網絡(luo)結構;可在(zai)線診斷(duan)設(she)備(bei)通信狀態,發生網絡(luo)異常時能自動在(zai)界面上顯(xian)示故障設(she)備(bei)或元件(jian)及其故障部(bu)位。

  在曲(qu)線(xian)查(cha)詢界面可以直接(jie)查(cha)看各電參量曲(qu)線(xian),包括三(san)相電流(liu)、三(san)相電壓、有功功率(lv)、無功功率(lv)、功率(lv)因數等曲(qu)線(xian)。

  5. 結語

  在“雙碳"背(bei)景下,隨著(zhu)分(fen)布(bu)式(shi)新(xin)(xin)能(neng)源的(de)(de)廣泛(fan)建設,高滲透率(lv)分(fen)布(bu)式(shi)光(guang)伏(fu)接入配電(dian)(dian)網(wang)后勢必產生的(de)(de)電(dian)(dian)壓問題,因(yin)此在促進分(fen)布(bu)式(shi)光(guang)伏(fu)并網(wang)過程中需要一套安全可(ke)靠的(de)(de)分(fen)布(bu)式(shi)光(guang)伏(fu)監控系(xi)統解決方(fang)案,為用戶、電(dian)(dian)網(wang)助(zhu)力分(fen)布(bu)式(shi)光(guang)伏(fu)高比(bi)例(li)有序(xu)并網(wang),強(qiang)化分(fen)布(bu)式(shi)光(guang)伏(fu)的(de)(de)統一管控,推動(dong)分(fen)布(bu)式(shi)光(guang)伏(fu)和大(da)電(dian)(dian)網(wang)的(de)(de)協調(diao)運行,搭建數據透明、調(diao)控便(bian)捷、能(neng)源互動(dong)的(de)(de)新(xin)(xin)型(xing)分(fen)布(bu)式(shi)新(xin)(xin)能(neng)源調(diao)度管理體系(xi)。
